Want to create a 3rd panel in open plan and receive an error

I’m using the Open plan. I understand that I can create 3 panels. When I create the 3rd and want to save it I receive an error saying that I already have 3 panels created. Believe me, this is the 3rd, not the 4th!!
Am I doing something wrong?
